According to the Bank’s website, the EBRD is planning to invest up to EUR 75 million, under the NPL Resolution Framework II, into an NPL Co-Investment Programme for the purpose of acquiring portfolios of NPLs and other distressed assets across the EBRD regions alongside APS Holding (https://www.aps-holding.com/) and other potential 3rd party co-investors. EBRD's continued commitment to APS Holding supports a leading NPL manager, helping to expand its debt servicing capacity and facilitating faster recovery of distressed assets while maintaining responsible collection practices.
The NPL Co-Investment Programme will support the resilience and competitiveness of the financial sector in the EBRD regions, maintaining and ensuring a well-functioning NPL and distressed asset market, contributing towards the sustainable resolution of NPLs and financial reintegration of businesses and individuals across the EBRD economies.
Categorised FI (ESP 2024). APS is an existing Client of the EBRD. The investment will support the acquisition of a granular portfolio of non performing SME, retail and corporate loans and is expected to carry low to medium environmental and social risk. The main environmental and social risks are social and reputational in nature and relate to the management of non performing loans, particularly debt collection practices, with potential impacts on borrowers and collection staff.
APS Lambda S.à r.l. is a financial investment and asset management company. It is based in Luxembourg. It works closely with APS Holding (the Co-Investor) to buy and handle loan portfolios.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
