According to the Bank’s website, the Project comprises EUR 40 million loan to Kervan Gida Sanayi ve Ticaret A.S. to finance its capital expenditure plans and working capital needs, as well as to refinance its existing short-term loans.
The main objective of the Project is to finance Kervan's various automation, efficiency, and maintenance investment plans for FY25/26, refinance a portion of the Company's existing short-term loans and fund the Company's working capital requirements.
Category B (ESP 2024). Environmental and social risks associated with confectionery production are typically site-specific and can be managed through the application of good operational practices. No additional ESAP is required for this project.

Kervan Gida Sanayi ve Ticaret A.S. is the leading exporter of jelly sweets from Türkiye and ranks among the top five soft confectionery producers globally. The Company is majority-owned by the Basar family, Fahrettin Cezik, Mahmut Kocum, Suat Erdem, Aydin Celik, and free-float investors on Borsa Istanbul (27.6%).

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
