As stated by the EBRD, the project consists of a senior loan of up to EUR 62.9m to Mugla Water and Sewage Administration ("MUSKI") in Turkiye. The Project includes (i) rehabilitation of existing water transmission and distribution lines, (ii) installation of water meters, and (iii) procurement of Supervisory Control and Data Acquisition (SCADA) systems and other maintenance and monitoring equipment, subject to the outcome of technical due diligence.
The Project aims to address significant nonirevenue water (NRW) losses in Mugla's drinking water supply system, which are currently estimated at approximately 50 per cent, largely due to aging infrastructure. The shift from pumped infrastructure to gravity-based water conveyance as part of the project is expected to reduce energy use and associated GHG emissions.
By rehabilitating critical sections of the water network and introducing modern monitoring and control systems, the Project seeks to improve the reliability and efficiency of water supply services and support the longiterm resilience of Mugla's urban infrastructure.
As stated by the EBRD, Mugla Water and Sewage Administration (MUSKI), an affiliated entity of Mugla Metropolitan Municipality, is a public utility with c.570k subscribers, covering a population of 1.1 million and a service area of c. 13,247 km2.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
