Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the EBRD, the project consists of the provision of a senior loan of up to EUR 50 million (or equivalent in KZT) to a municipally-owned public transport company City Transportation Systems LLP in the city of Astana. The loan will finance the procurement of up to 100 electric buses to meet the growing demand for public transportation services in the city of Astana.

The project is the continuation of the Bank's involvement in the improvement of public transport operations in the city of Astana. It will support the deployment of electric buses and the expansion of public electric mobility in the city. The shift to electric mobility will significantly reduce greenhouse gas emissions, tail pipe air pollutant emissions and noise pollution. It also will also encourage a modal shift from private to public transportation with more safe and reliable public bus services. The project is a part of a comprehensive city programme to promote clean urban public transportation services including a wider utilisation of e-buses and the introduction of light rail transit (LRT).

ACCOUNTABILITY MECHANISM OF EBRD

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.

You can contact the PCM at: pcm@ebrd.com or you can submit a complaint online using an online form at: http://www.ebrd.com/eform/pcm/complaint_form?language=en

You can learn more about the PCM and how to file a complaint at: http://www.ebrd.com/work-with-us/project-finance/project-complaint-mechanism.html
