According to the Bank’s website, the project consists of a senior loan of up to EUR 25 million consisting of EUR 15 million committed ("Tranche 1") and EUR 10 million uncommitted financing ("Tranche 2") to provide emergency liquidity support to the City of Dnipro and key municipal utilities/operators - clients of the Bank - in order to mitigate the effect of the ongoing war in Ukraine on the City's financial position.in
The proceeds of the Bank's investment will be used for liquidity support to the City and its key municipal companies - clients of the Bank - to compensate for temporary revenue losses and additional expenses due to the ongoing war in Ukraine. The loan will support the City's vital municipal infrastructure providers with operating (i.e., salaries, utilities, etc.) and maintenance costs, servicing the debt under existing projects with the EBRD (if required). The provisions of the EBRD Procurement Policies and Rules shall apply as appropriate.

ACCOUNTABILITY MECHANISM OF EBRD
The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
