Project Description

Under this project, EBRD provides a loan to the Kyrgyz Republic to finance the reconstruction and rehabilitation of small hydro power plant units owned by Chakan GES, a local power plant operation with a total installed capacity of 38.5 MW, fully-owned subsidiary of the Kyrgyz Republic.
Specifically, the sovereign loan to the Kyrgyz Republic will support reconstruction and rehabilitation of the 7.6MW Lebedinovskaya HPP owned by Chakan GES JSC, 100% ultimately owned by the Government of the Kyrgyz Republic. The loan is proposed to be co-financed by an investment grant from the Shareholders Special Fund in the amount of up to EUR 5 million.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
