According to the bank website, the objective of this project is to provide a senior loan to Communal Enterprise "Polygon TPV" to finance the rehabilitation and modernisation of solid waste infrastructure in the City of Mariupol. The Project will address the City's urgent investment needs with respect to (i) the rehabilitation of the existing landfill, (ii) the construction of a new engineered sanitary landfill in compliance with the EU standards adjacent to the old one, (iii) the construction of a new Material Recovery Facility ("MRF") for non-organic waste and a separate composting facility for pre-sorted organic waste that will reduce the share of solid waste going to the landfill by promoting recycling and providing a modern solid waste management infrastructure with respect to sorting and composting.

The Project Complaint Mechanism (PCM) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an European Bank for Reconstruction and Development (EBRD)-financed project. If you submit a complaint to the PCM, it may assess compliance with EBRD's own policies and procedures to prevent harm to the environment or communities or it may assist you in resolving the problem that led to the complaint through a dialogue with those implementing the project. Additionally, the PCM has the authority to recommend a project be suspended in the event that harm is imminent.
