Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, Axian Telecom Holding and Management Ltd has invited IFC to act as anchor investor in its upcoming bond issuance (alongside other DFIs), to contribute to the positive market signaling amid rising volatility in the global markets, for an amount of up to US$650 million.

The Project will support the refinancing of the Group’s existing bond and the investment in new digital infrastructure network. As a result, Axian Telecom can improve its liquidity management and partially support an increase in network capacity that can lead to an uptake of digital connectivity by individuals and businesses in target countries. Additionally, this transaction is expected to increase the competitiveness of the retail broadband market especially in Tanzania. By supporting the Company’s investment in network modernization to attract additional subscribers could encourage competitors to introduce further innovation. This is expected to result in increases in usage and speed at the market level.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

This is a Category B project as per IFC’s Policy on Environmental and Social Sustainability. Based on IFC’s review, coupled with existing knowledge of the client and sector, the project is expected to have limited adverse environmental or social risks and/or impacts that are few in number, generally site-specific, largely reversible, and readily addressed through mitigation measures.
