As stated by the IFC, the Project targets agri feedstock produced regionally in the Republic of Congo (Congo), Mozambique and Angola from crops grown on severely degraded land and intermediate crops in rotation with food crops, certified under EU Renewable Energy Directive (EU-RED III) standards. Production is carried out by aggregators working with local farmers and commercial farmers on their own land. Feedstock is processed in oil extraction plants (Agri Hubs), by Eni Natural Energies S.p.A. (Ene), a subsidiary of Eni S.p.A. (Eni), the Italian integrated energy company operating across the energy value chain in 62 countries with over 32,000 employees. Ene is responsible for producing vegetable oil for shipment to biorefineries of Eni in Italy. Extraction by-products from the feedstock are sold to animal feed and fertilizer market. To meet EU sustainability requirements, Eni’s biofuel supply chains are certified under ISCC-EU and the Italian National Scheme (INS).

Use of Proceeds: Financing proceeds will support general corporate purposes in Angola, Mozambique and Congo, including: (i) construction and operation of agro-processing hubs and related logistics to collect and process oilseeds into oil and cake, including through third-party hubs; (ii) tolling fees; (iii) agri-equipment purchases, including mechanization components and agri-inputs, for use by farmers and aggregators; (iv) working capital to source oilseeds from local farmers, aggregators and intermediaries and (vi) other related financing needs agreed by the parties, provided they align with the Paris Climate Agreement objectives.
ENE Congo’s agri-hub is located in Loudima. The proposed location for ENE Mozambico’s agri-hub is Namialo. ENE Angola currently does not have a planned agri-hub.
According to the IFC -
Project Cost: US$400 million. The proposed IFC investment is a corporate loan of up to US$250 million for IFC’s own account, plus up to US$150 million mobilized from other parties.
As stated by the IFC, Eni Natural Energies S.p.A. (Ene) is wholly owned by Eni - an integrated energy company operating across the energy value chain in 62 countries with over 32,000 employees. It has significant exploration and production activities in conventional oil and gas, markets gas and liquefied natural gas (LNG), and is expanding into new energies and decarbonisation services, including solar and wind power, biofuels, biochemistry, Carbon Dioxide (CO2) capture and sequestration, and research into new energy paradigms such as magnetic fusion and chemical recycling of plastics. In 2020, Eni developed a decarbonization strategy https://www.eni.com/en-IT/sustainability/decarbonization.html and an action plan to reach net zero Scope I and II GHG emissions by 2035 and Scope III emissions by 2050. It also aims for decarbonized gas to represent at least 90% of total production beyond 2040.
