According to the Bank’s website, the proposed second additional financing will continue scaling up the scope of the ongoing project, comprising the original project and the first additional financing, to respond to the government's new investment needs, including to scale up climate action. The project aligns with the Philippine Development Plan (PDP) 2023-2028 and extends its benefits by boosting project readiness and accelerating development of low-carbon and climate resilient public infrastructure projects. The second additional financing, together with the ongoing project, will (i) support the project preparation and improve the quality of priority sovereign financing infrastructure project proposals for government approval; (ii) accelerate early project implementation following government approval through feasibility studies and detailed engineering design (DED), particularly for complex and large-scale infrastructure projects that require international expertise; (iii) strengthen the capacity of the implementing agencies, including the Department of Transportation (DOTr) and the Department of Public Works and Highways (DPWH) to implement infrastructure projects; and (iv) centralize climate change considerations in the implementation of infrastructure projects by embedding climate-resilient design and prioritizing projects to support the Philippines' Nationally Determined Contribution (NDC) and national adaptation priorities.
No adverse environmental, involuntary resettlement or indigenous people impacts are identified, since the second additional financing of the facility involves only consulting services for pre-investment activities.
