The Regional Urban Development Project (the project) aims to improve livability and urban services in the municipalities of Attariya, Bhimdatta, Biratnagar, Birgunj, Dhangadhi, Jhalari-Pipaladi, Nepalgunj and Siddharthanagar in the Terai Region of Nepal through planning, infrastructure investments, and institutional strengthening.
The eight cities have high population growth rates, are severely lacking investment, and are experiencing a high level of environmental degradation. The project is also in line with ADB s Nepal Country Partnership Strategy (2013-2017), which supports the government s development objective of accelerated, sustainable, and inclusive economic growth, and with the Asian Development Bank s (ADB) water and urban operational plans.
PROJECT RATIONALE AND LINKAGE TO COUNTRY/REGIONAL STRATEGY
The project impact is in line with the Thirteenth Plan (Three-Year Plan, FY2014-FY2016), which aims for safe, clean and prosperous cities with adequate infrastructure developed.
The outcome of the proposed project is livability and resilience in project municipalities improved and sustained by 2022. The outputs of the proposed project are (i) infrastructure constructed and/or upgraded in Attariya, Bhimdatta, Biratnagar, Birgunj, Dhangadhi, , Jhalari-Pipaladi, Nepalgunj, and Siddharthanagar, and (ii) Institutional, financial and management capacity of municipalities in delivering services improved or strengthened.
The ongoing ADB-financed Integrated Urban Development Project (IUDP) in Nepal strengthens gender equality and social inclusion at the central and municipal levels. The proposed project will use the tools and training materials developed under the IUDP and build the gender and social inclusion capacity of project municipalities.

Consulting services will be carried out using ADB's Consulting Guidelines (2013, as amended from time to time). Advance contracting and retroactive financing will be considered for project implementation and the requirement of various consulting packages shall be carefully reviewed by ADB during processing.
