Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

As stated on the project disclosure page, MIGA has been requested to provide guarantees in support of equity, quasi-equity and/or shareholder loan investments by Shanghai SUS Environment Co., Ltd covering a period of 20 years, and non-shareholder loans and a related interest rate swap, each covering a period of 14 years, to be provided by lenders yet to be identified for the development, construction, operation and ownership of a waste-to-energy (WtE) facility in Samarkand region of Uzbekistan. Further information on the proposed MIGA guarantees is available in the Summary of Proposed Guarantee.

The Project was established under Presidential Decree No. RP-118, dated March 24, 2025 and is one of several waste to energy facility to be as built part of Uzbekistan's National Waste Management Strategy (PD No. PF-56) to reduce reliance on landfill in the country. It will be developed, owned and operated by "SUS ENVIRONMENT SAMARKAND" FE LLC (the Project Enterprise, PE) which is a subsidiary of SUS Environment Co., LTD, an international specialist in waste-to-energy and circular economy practices based in China. It comprises a WtE plant with a net generation capacity of approximately 50 MW per day equivalent to 371.4 million kWh per year and processing capacity of 1,500 tons of municipal solid waste (MSW) per day equivalent to 502,500 tons per year; a 659m 110-kV transmission line comprising 154m underground segment and 505m overhead section with a 63MVA transformer for power evacuations to the national grid via an existing 110-kV transmission line operated by the National Electric Grid of Uzbekistan; and a 300m 10-kV transmission line for power supply during construction and as back-up power supply during operation; grid interconnection facility, water supply system including water intake pipeline; wastewater treatment plant, and other auxiliary infrastructure. The Project is located 10 km southwest of downtown Samarkand in Navruz Mahalla, Khusrav village. It is on a state-owned land explicitly designated for industrial use with an area of eight hectares bordered on three sides by an existing landfill that is approximately 100 ha in size. The land has remained unused for the past 10 years. Access to and from the Project site will be via the existing Samarkand Ring Road. Alignment for both transmission line and water pipeline will be situated on state reserved land that is unused and free from any encumbrances.

The nearest residential structure in Navruz Mahalla (local administrative unit) is located approximately 360 meters to the northeast of the Project site. Other mahallas within two km of the Project include Dustlik, Sakhovat, Komalot, Yoshlik, and Urta Turkman. The nearest surface water body is an irrigation canal originating from the Dargom Canal, situated approximately 600 meters to the north of the Project site. A small agricultural farm and a poultry farm are situated about 400 meters and 800 meters north of the Project, respectively. A steel manufacturing facility is located about 700 meters from the Project site. The Project commenced construction in July 2025, and is expected to be completed in February-March 2027, and commercial operations expected to begin in July 2027. The Engineering, Procurement, and Construction (EPC) contractor for the Project is Shandong Zijian Construction Group Co., Ltd, a joint venture company. Once completed, the PE will be responsible for the operation and maintenance of the WtE.

The waste source for the WtE is MSW generated by communities and residents, commercial waste, and refuse collected during street cleaning and landscaping activities from the Samarkand Kokhimiyat (the city administration of the city of Samarkand) and other districts. The collection and transportation of MSW to the Project site will be managed by the Samarkand Regional Department of the Waste Management and Circular Economy Development Agency (the Regional Agency) a regional body under the National Agency for Waste Management and Circular Economy (the National Agency) both under the National Committee on Ecology and Climate Change of Uzbekistan (National Committee). Upon delivery, the PE will conduct a visual and weight inspection of the incoming MSW and will reject any waste that the PE deems not technically suitable for incineration (e.g. hazardous and construction wastes). Rejected waste will be managed accordingly by the Regional Agency and brought to adjacent landfill, the Samarkand City Landfill or appropriate disposal facility. Operation of the WtE is expected to reduce reliance on the landfill in line with the National Waste Management Strategy and its broader agenda to develop landfills into an eco-industrial zone or remediate and repurpose for general use as determined by the Landfill Management Directorate under the National Agency, in coordination with other relevant government authorities.
