Project Description

According to the bank document, The proposed early disclosure covers an application for MIGA guarantees in support of equity, quasi-equity and/or shareholder loan investments by Shanghai SUS Environment Co., Ltd. and non-shareholder loans and a related interest rate swap to be provided by lenders yet to be identified to "SUS ENVIRONMENT SAMARKAND" FE LLC (the Project Enterprise). The investments would support the development, financing, construction, ownership and operation of a waste-to-energy facility in the Samarkand region of Uzbekistan (the Project). MIGA guarantees are expected to be for up to USD 316.75 million against the risks of Transfer Restriction, Expropriation, War and Civil Disturbance, and Breach of Contract, with tenors of up to 20 years for equity-related investments and up to 14 years for debt and swap investments. 

The Project comprises a waste-to-energy plant with a net generation capacity of approximately 50 MW and municipal solid waste processing capacity of 1,500 tons per day. The facility is expected to process approximately 500,000 tons of municipal solid waste annually and generate approximately 371 GWh of electricity per year. Associated infrastructure includes grid interconnection facilities, water supply systems and other ancillary infrastructure. Construction commenced in July 2025, and commercial operations are currently targeted for July 2027.
