Project Description

As stated by the NDB, the chemical industry is vital to Wuhan’s economy, contributing about 6.5% to the municipal GDP. However, its logistics infrastructure faces several challenges: (i) the scattered locations of small and medium-sized chemical enterprises, and (ii) a heavy reliance on road transport, leading to traffic congestion, increased air pollution, and road safety concerns.

To address these issues, Wuhan municipal government plans to consolidate chemical enterprises in the Beihu Industrial Park and enhance its logistics efficiency by improving connections to water and railway transport.

The Project comprises following five key components:
(i) Component A: A new railway station (the Beihu Industrial Station);
(ii) Component B: Two wharves with six berths on the Yangtze River;
(iii) Component C: Roads connecting the logistics hub to the highway;
(iv) Component D: Information and communication technology (“ICT”) logistics platform;
(v) Component E: Capacity building.

The objective of the project is to enhance efficiency and reduce the high costs associated with road transportation by improving logistics connectivity and integration, which is expected to boost the socioeconomic development of the local chemical industry, Wuhan Municipality and Hubei Province as a whole.

The People’s Government of Hubei Province will be the executing agency, and the People’s Government of Wuhan Municipality will be the implementing agency.

Wuhan Chemical Logistics Company Limited will be the project implementing unit. The project will be implemented by the Implementing Agency through the People’s Government of Qingshan District and the Project Implementing Unit, under the supervision and guidance of the Executing Agency.

The implementation period for the Project is 6 years.
