According to the IADB Evaluation Report: Action Plan for Group C and D Countries, in 1997, the Board of Executive Directors approved funding for a special program to improve the capacity of C and D countries to make effective use of Bank financing. The ultimate purpose of this initiative was to help the Bank and these countries to achieve the financing goals established in the Bank's Seventh Replenishment Exercise. The purpose of this evaluation (RE-242) by the Office of Evaluation and Supervision (OVE) is to examine the effectiveness of the execution mechanisms employed to achieve planned objectives. It should be noted that, due to the short time that has elapsed since the Plan was initiated, it has not been possible to assess the impact of its activities on the capacity of the 19 C and D countries to absorb Bank financing.
