According to the IADB, the general objective is to improve efficiency and equity in education resource allocation by developing analytical frameworks and tools that support ministries in strengthening management processes and improving the generation, integration, and use of data to drive efficiency gains and savings. The specific objectives are to develop tools that allow countries to: (i) monitor educational spending at both the macro and micro levels, (ii) develop robust analyses of sector financing, the efficiency of education expenditures, their impact on equity, and the potential to generate savings through improved policies, reforms, and more efficient resource allocation, (iii) conduct diagnostics and strengthen the institutional capacity of management teams in ministries and secretariats of education to manage, produce, and analyze education data, and to define targeted strategies to strengthen these systems and support evidencebased decision-making.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
