According to the IADB, the general objective of this TC is to generate and disseminate applied knowledge on how to expand the pool of qualified NBMC bidders in IDB-financed procurement, as a means to achieve better value for money and support more effective project execution in borrowing member countries. The TC is structured around three specific objectives, designed to produce original analytical outputs that can inform NBMC engagement strategy and IDB procurement policy: Specific Objective 1 (Supply) will enable proactive private sector outreach, through early project and tender identification. Specific Objective 2 (Demand) will improve the targeting and effectiveness of BIDFA's engagement activities, through applied market intelligence. Specific Objective 3 (Documentation and Dissemination) will test outreach methodologies and generate institutional knowledge on how to connect NBMC firms with IDB procurement for replication across the Bank and its executing agencies. As a result, the TC expects to strengthen competition and improve the quality of goods and services delivered across Latin America and the Caribbean.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment. You can submit a complaint by sending an email to MICI@iadb.org. You can learn more about the MICI and how to file a complaint at http://www.iadb.org/en/mici/mici,1752.html (in English) or http://www.iadb.org/es/mici/mici,1752.html (Spanish).
