According to the IADB, this TC seeks to assess the extent to which IDB's Policy-Based Loans (PBLs) have contributed to transformative changes in the energy sectors of Latin America and the Caribbean and identify which policy reform elements have been most effective in improving sector performance across four key result areas. In particular, this TC aims to: (i) evaluate how PBLs have influenced renewable energy adoption, emissions intensity, and climate resilience, identifying which policy measures most effectively advanced the energy transition; (ii) assess to what extent reforms have improved electricity access, enhanced affordability, and reduced energy poverty; (iii) determine the impact on system reliability, generation and transmission capacity, and financial sustainability (e.g., cost recovery, levelized costs); and (iv) analyze how effectively PBLs have attracted private investment and increased private market participation, identifying which reforms were most successful in opening the sector.

The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project.
