According to the IADB, the general objective is to enhance the development effectiveness of ENE's portfolio by improving the evaluability of results and optimizing the execution of operations throughout their lifecycle. The specific objectives are to: (i) improve evaluability of operations at design and closure; and (ii) develop and implement timely diagnostic and monitoring mechanisms for effectiveness to improve the achievement of development results.
Over the past four years, ENE operations have underperformed across key evaluation metrics. Only 58.3% of operations received a satisfactory sustainability score, below the IDB average of 69.6%. Additionally, just 41.7% of Project Completion Reports (PCRs) assessed by OVE were rated as good quality, falling significantly short of the 80% target. At the design stage, project evaluability measured by the Development Effectiveness Matrix (DEM), 38.9% of ENE projects were rated as partially evaluable or non-evaluable, significantly higher than the INE average of 17.6% and the IDB average of 22%.

The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
