According to the IADB, the general objective of the CT is to evaluate mechanisms to encourage private investment in electrical transmission, in order to support the energy transition process in the region. The specific objectives are to: (i) identify which factors are affecting private investment in transmission in the region; (ii) evaluate the region in terms of investment needs and capabilities and identify a set of at least 2 countries where private investment can be incentivized, (iii) propose specific policy regulatory and sector measures that can be implemented to attract private investment.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
