As stated by the IADB, the general objective of this TC is to establish the initial framework for the Subnational Pilot Program, which aims to provide IDB's subnational finance without sovereign guarantee. The specific objectives are: (i) assist the design of the Subnational Pilot Program Proposal, by supporting the IDB's inter-departmental - 2 -working group on designing the subnational governments (SNGs) financing mechanism, the sub-sovereign pre-investment facility, and the first operations without sovereign guarantee1; (ii) assess the creditworthiness and investment management capacities of selected SNGs or their entities; and (iii) implement pilot projects on selected SNGs or their entities to develop prefeasibility studies of prioritized urban infrastructure projects and improve technical and financial capacities for project preparation.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
