According to the Bank's website, this project finances technical cooperation to prepare a National Water Security Plan which will include legal and institutional framework for its implementation, a consultation within and among the national institutions with responsibilities regarding water resource management and the necessary resources and instruments for its implementation.
A basin-level water security plan will be piloted in a selected country, including the development of a tailored drought management plan to improve resilience capacity in the project area.

The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project.
