The objective of this Technical Cooperation (TC) is to strengthen the institutional framework of the National Pension System of Paraguay (SNJP) and provide operational support for the implementation of key reforms to improve the supervision and regulation of the pension system in Paraguay. The TC will focus on: (i) strengthening the regulatory and normative framework of the SNJP by supporting the development of regulations and guidelines to ensure the full operational capacity of the Social Security Council (CSS) as the governing body of the pension system; (ii) supporting the creation and operationalization of the Pension Superintendency (SP), ensuring its operational capacity to effectively supervise Pension and Retirement Entities (EJP) and apply appropriate prudential standards; and (iii) developing institutional capacities by providing the SP with risk-based supervision tools and methodologies to ensure the stability and sustainability of the SNJP.
