The general objective of the program is to support the execution of a set of policy reforms aimed at consolidating programs that preserve and increase Peru's human capital and strengthen the country's social protection network, through actions that improve coverage and provision of social services. The specific objectives are: (i) to strengthen State governance in order to achieve improved access and quality in the provision of basic social services and (ii) to advance in the design and incorporation of budget management instruments to optimize the allocation and efficiency of public spending in the social sectors.

ACCOUNTABILITY MECHANISM OF IADB
The Independent Consultation and Investigation Mechanism (MICI) is the independent complaint mechanism and fact-finding body for people who have been or are likely to be adversely affected by an Inter-American Development Bank (IDB) or Inter-American Investment Corporation (IIC)-funded project. If you submit a complaint to MICI, they may assist you in addressing the problems you raised through a dispute-resolution process with those implementing the project and/or through an investigation to assess whether the IDB or IIC is following its own policies for preventing or mitigating harm to people or the environment.
