Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the World Bank disclosure statement, thi project is the second phase of Niger's health MPA. As of June 2026, Phase 1 had reached 6.4 million people with essential health, nutrition and population services, immunized two million children, supported over 913,000 deliveries attended by skilled personnel, and extended Results-Based Financing (RBF) to about 500 health facilities with some 5,500 community health workers in Maradi and Zinder. Phase 2 will consolidate these gains and scale up the proven RBF and community health model to Tahoua and Diffa, planned under the MPA sequencing given their high burden, insecurity and refugee presence, and to Dosso, added at the Government's request as a priority region. National system-strengthening activities will benefit all regions. Reflecting updated Government priorities and a smaller IDA envelope than anticipated, Phase 2 drops the women's empowerment activities of Phase 1, concentrates resources on primary and community health services, and adds the inclusion of refugees and host communities in the national health system, without parallel delivery arrangements. The operation will finance: (i) RBF for integrated facility and community health and nutrition services, with community health workers contracted by health facilities for supervision, referral, verification and performance payments; (ii) construction, rehabilitation, equipping and operational readiness of health facilities; (iii) digital health, health information systems and surveillance; and (iv) health financing, institutional capacity and project management. Financing totals US$125 million: US$100 million from IDA and US$25 million in trust fund co-financing. Implemented by the Ministry of Public Health and Hygiene, the operation will contribute to the Program objective by improving access to quality primary health care services and strengthening community health delivery and health system performance.

Contact Information
This section aims to support the local communities and local CSO to get to know which stakeholders are involved in a project with their roles and responsibilities. If available, there may be a complaint office for the respective bank which operates independently to receive and determine violations in policy and practice. Independent Accountability Mechanisms receive and respond to complaints. Most Independent Accountability Mechanisms offer two functions for addressing complaints: dispute resolution and compliance review.
