According to the World Bank disclosure statement, the proposed operation aims to support the inclusive digital transformation of the Government and economy of Seychelles by strengthening foundational digital infrastructure, institutions and capabilities. Its development objective is to increase inclusive access to the Internet, use of digitally enabled services, and strengthen digital skills and innovation in Seychelles. Specifically, the project will:(i) expand access to affordable and high-quality broadband services by strengthening inter-island fibre connectivity and improving broadband access, affordability, quality and market competition, so that people and businesses across the islands can reliably connect to the Internet (Component 1, US$8 million);(ii) establish shared digital-government infrastructure and deliver secure, integrated, citizen-centric digital public services, including AI-enabled services, while reinforcing key safeguards such as cybersecurity, data protection and interoperability, and strengthening the institutional capacity and coordination needed to sustain them (Component 2, US$12 million); and(iii) build inclusive and advanced digital skills, from digital literacy and awareness that support widespread adoption to more advanced capabilities, and help SMEs and entrepreneurs adopt digital technologies and innovate, so that citizens and firms can take part productively in the digital economy (Component 3, US$4 million).
