Project Description

This proposed project (US$ 500 million) aims to support the Government of Colombia, through the Ministry of Finance and Public Credit, in strengthening the procedures used to allocate and reallocate public expenditure. The Program supports the adoption and use of program budgeting and performance-based budgeting, the institutionalization of spending reviews, including reviews of budget rigidities and of options for their reduction, and the systematic use of performance information in budget preparation. It builds on Colombia's recent public financial management reform. Disbursements are linked to verified institutional results, not to expenditure levels or to any specific fiscal path.
