Project Description

According to bank's website, the proposed project aims to support the strengthening of Iraq's southern electricity transmission grid to enhance its capacity to effectively interconnect and exchange power with the Gulf Cooperation Council Interconnection Authority (GCCIA) regional energy market and to increase the capacity of the domestic transmission infrastructure to deliver power to the load centers and meet the growing demand for electricity. Further, the strengthening of the electricity transmission grid infrastructure will increase its capacity to evacuate power from existing and planned domestic power power generation projects. Phase I will support priority sector reforms aimed at aimed at corporatization of the sector entities, improving sector efficiency, and strengthening the financial performance of the sector. Phase 1will also support the necessary preparatory activities to establish the readiness of the investments investments planned for Phase 2 of the program, which include distribution network strengthening and modernization investments in southern and central governorates, technical assistance for implementation capacity strengthening and institutional capacity building, strengthening of the reform agenda started in Phase I, and preparation of the investments, technical assistance, and support to the reform agenda under Phase 3. To ensure effective implementation of the required sector reforms, further complementary technical assistance will be provided focusing on analytics, diagnostic work, and the development of plans with measurable targets to support the achievement of the Performance-Based Conditions (PBCs) and positioning the sector to implement long-term operational, financial, and governance reforms.
