According to the World Bank disclosure statement this project is Phase 1 PforR operation of the multi-phase programmatic approach (MPA) operation. It is embedded in Uganda's Fourth National Development Plan (NDP IV, FY2025/26-FY2029/30) programs for human capital development, productive employment, and strengthened public institutions, and directly supports implementation of the government's Intergovernmental Fiscal Transfer Reforms. The UGIFT II supports in the Public Financial Reform Strategy (PFMRS) by strengthening the link between resources, institutional performance, and service-delivery outcomes at the subnational level, building on earlier gains under UGIFT I. The program will focus on five result areas including : (a) Getting human resource to work by ensuring that staff at subnational level are in the right place and performing effectively; (b) Enabling services to run by ensuring that operational inputs and resources are reaching the point of service delivery in a timely manner and quantity; (c) Making infrastructure last through maintaining functionality of service delivery facilities and closing access gaps; (d) Managing to perform by ensuring that the management information systems are integrated and provide key data for effective accountability and performance; and (e) Getting the financing right by ensuring that adequate resources are provided and linked to performance at the service delivery level. The program will also support increasing local economic development to ensure job creation and own source revenue enhancement.

Contact Information
This section aims to support the local communities and local CSO to get to know which stakeholders are involved in a project with their roles and responsibilities. If available, there may be a complaint office for the respective bank which operates independently to receive and determine violations in policy and practice. Independent Accountability Mechanisms receive and respond to complaints. Most Independent Accountability Mechanisms offer two functions for addressing complaints: dispute resolution and compliance review.
