According to bank's website, the proposed project aims to strengthen the capacity of the Kyrgyz Republic to provide reliable hydrometeorological and early warning services for improved water resources and climate risk management. It builds on the Central Asia Hydrometeorology Modernization Project (CAHMP I, P120788), which closed in March 2023 with a Satisfactory outcome rating. In the Kyrgyz Republic, CAHMP I automated meteorological and hydrological stations; established a data collection center, calibration laboratory, hydrometeorological database, and high-performance computing capacity; digitized historical records; and modernized avalanche monitoring. At the regional level, it supported the Central Asia Flood Early Warning System, regional numerical weather prediction, data exchange, and professional training. These investments provided an important foundation and demonstrated the benefits of modern hydrometeorological services. However, they covered only selected parts of the national system. Significant gaps remain in observation coverage, particularly in remote and high-altitude catchments; weather radar; digital integration; hydrological and meteorological forecasting; laboratory capacity; maintenance; and service delivery.The project will address these needs through an integrated modernization of Kyrgyzhydromet's observation, forecasting, data management, and service-delivery systems. It will expand and upgrade meteorological, hydrological, snow, avalanche, cryosphere, and environmental monitoring networks, particularly in underserved and hazard-prone areas, and establish a national Doppler weather radar network. It will modernize laboratories, calibration and verification facilities, data archives, telecommunications, and maintenance arrangements. Integrated digital systems will enable automated data collection and transmission, centralized data management, improved weather and hydrological prediction, and broader digital access to data and services. The project will also strengthen institutional and human capacity needed to operate, maintain, and make effective use of these systems over the long term.The project is directly aligned with the World Bank Group Country Partnership Framework for the Kyrgyz Republic for Fiscal Years 2024-2028, particularly the pillar on improving access to sustainably managed natural resources and its objective of strengthening infrastructure resilience to climate and disaster risks. It also supports water and energy security by strengthening hydrological monitoring and forecasting for improved water resources management and hydropower planning and operations.Taken together, these investments will move Kyrgyzhydromet from a system of partial and aging capabilities toward a more integrated, sustainable, and user-oriented national hydrometeorological service. Improved hydrological and meteorological information will support more efficient reservoir and hydropower operations, better water allocation and irrigation planning, and more effective disaster preparedness and response. The benefits will also extend beyond national borders. Rivers originating in the Kyrgyz Republic, including the Naryn, Chu, and Talas systems, contribute to water availability in downstream countries. Better monitoring, forecasting, and data exchange can therefore strengthen flood forecasting, irrigation planning, and water-resources management across Central Asia.
