According to the World Bank disclosure agreement, the proposed operation seeks to support the Government of the Democratic Republic of Congo (DRC) in building a more durable, inclusive, and shock-responsive social protection system that protects poor and vulnerable households, invests in human capital and skills, expands access to economic opportunities, and strengthens institutions for sustainable impact. Recognizing that lasting poverty reduction requires more than temporary assistance, the operation combines immediate support to vulnerable households with investments that enhance employability, economic participation, resilience, and the capacity of national systems to deliver social protection services effectively over time. The operation is closely aligned with the priorities of the new Country Partnership Framework (CPF), particularly its emphasis on human capital, jobs, resilience, service delivery, and territorial development. It will support the CPF's corridor approach by focusing on selected priority areas within the Inga, Lobito, and Peace economic corridors, including key growth nodes and secondary cities. Through this approach, the project seeks to improve geographic convergence, leverage complementary public and private investments, strengthen implementation feasibility, and connect poor and vulnerable populations to emerging economic opportunities associated with corridor development. The operation is organized around five complementary components.
