According to the World Bank disclosure statement, this project is proposed as a 10-year Multiphase Programmatic Approach (MPA) designed to address critical education and skills gaps and youth unemployment in Mali. The project's design will reflect lessons learned from the Bank's recent engagements in the education, skills, and entrepreneurship sectors, including P168812, P145861, P513735, and P164032.The first phase operation will enhance the enabling environment for skills development, improve the quality and relevance of secondary and vocational training, provide practical short-term training pathways for out-of-school youth, and support job creation through entrepreneurship and partnerships with the private sector. Interventions will have a specific focus on reaching refugee-hosting communities. By aligning with demand-generating investments across the WBG portfolio as well as Mali's national development strategy, BAARA aims to equip youth with market-relevant skills and improve their transition into the workforce.
