According to the bank disclosure statement, the proposed project aims to enhance utilization and quality health, nutrition and population services and to create more jobs in Chad. It will scale up performance-based financing (PBF) to the remaining provinces, with particular attention to refugees and host communities, while reorganizing primary health care service delivery through targeted investments in infrastructure, supply chains, and community-based nutrition. The project will institutionalize PBF within government systems to serve as a core implementation platform. The project will also promote community-driven innovations by enabling communities to identify, prioritize, and implement actions that contribute to improved health outcomes. As the first phase of the Health and Jobs MPA, the project will comprise five components: (i) scaling up PBF for enhanced service delivery; (ii) strengthening community-based nutrition; (iii) supporting human resources for health, information systems, and universal health coverage; (iv) project management, monitoring, and evaluation; and (v) a Contingent Emergency Response Component (CERC).
