According to the World Bank disclosure statement, the proposed operation supports the Government of Madagascar's agriculture objectives to accelerate agribusiness transformation, job creation, and food and nutrition security through a results-based approach. The program focuses on strengthening domestic agrifood value chains--particularly staples and high-potential sectors--by improving market access, crowding in private investment, and addressing key structural constraints along production, aggregation, processing, and market linkages. The PforR will finance a government-led program centered on policy and regulatory reforms such as quality standards, agricultural financing mechanisms, subsidy rationalization, and competition, and the strengthening of core public systems such as extension, market information, digital platforms, and sector coordination. Disbursements will be linked to the achievement of measurable results, including increased volumes of domestic agrifood products marketed through structured value chains, improved access to markets for farmers and agribusiness SMEs, and the creation of more and better jobs. By aligning incentives toward performance, strengthening institutional capacity, and improving the enabling environment for private sector participation, the program aims to shift the sector toward more productive, market-oriented, and resilient agribusiness systems.
