Project Description

According to the Bank’s website, the objective of this project is to improve the reliability of water supply services in selected areas and strengthen the operational performance of sector institutions.

The proposed operation aims to improve the reliability and quality of water supply in the West Bank and strengthen the operational performance of water sector institutions. The project responds to severe sector constraints, including declining water availability, high non-revenue water, fragmented service delivery, and fiscal pressures on public institutions. It is the second phase of a broader Series of Projects designed to advance sector reforms and improve service delivery through coordinated investments and institutional strengthening. The operation combines infrastructure development with policy and governance reforms to enhance water security in a fragile and conflict-affected context. The proposed project will finance priority bulk water infrastructure for the As Samua Connection Water System in the southern part of Hebron Governorate, in addition to capacity building to improve performance of water institutions.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The environmental risk at concept stage is 'substantial'. The main environmental risks are: (i) construction related such as OHS risks to contractors and project workers, risk of pollution to soil and groundwater by hazardous materials and risks related to poor management of solid waste, construction waste, and hazardous waste. Given that the project entails large amount of earthworks in a culturally rich area, the chance find procedure is deployed to cater for incidental finds. The route of the infrastructure might encroach into agricultural lands, mainly olive orchids, no material impacts on biodiversity, ecosystems, or natural habitats are anticipated, (ii) during operation of the conveyance system, maintaining the quality of the effluent from the WWTP up to the industrial standards is critical to protect public health and prevent pollution to soil and groundwater.

he social risk at concept stage is assessed as 'high'. Key social issues relate to i. land acquisition and temporary disruption of access to land for economic purposes. No physical displacement or resettlement is anticipated; ii. workers' safety and labor management, including child labor in areas of high economic deprivation; iii. community health and safety e.g. due to road/traffic safety, potential exposure to hazardous materials.; iv. security of workers and affected communities due to settler violence and military incursions (contextual FCV issues); v. perceptions of exclusion and resistance to the project among communities who are not directly benefitting from the project; and iv. inadequate stakeholder consultation, information sharing, and grievance redress across project areas, especially in rural/remote and underserved areas.
