Project Description

According to the WB, the development objective is to improve productive inclusion and job creation in vulnerable communities of Mexico.

The project will support locally driven business development that strengthens income-generating capacity while safeguarding community cohesion and environmental sustainability. It will prioritize historically excluded groups and individuals--including Indigenous Peoples, Afro-Mexican communities, ejidos, and other traditional communities--who face structural barriers to productive, digital, financial, and institutional support systems and are central to Mexico's National Development Plan and the Government's 100 Commitments. To unlock the economic potential of these populations, the Government has established Financiera para el Bienestar (FINABIEN) as a dedicated platform to expand access to productive opportunities and market participation for historically excluded individuals and communities. The project will support FINABIEN in scaling up its productive support programs through a combined package of productive financing, business and organizational assistance, stronger digital delivery and monitoring systems, and institutional capacity building for implementation at scale. Specifically, the project will (a) finance productive grants for individuals, collectives, cooperatives, ejidos, and community enterprises; (b) provide tailored technical assistance to strengthen governance, business planning, market access, and sustainable production practices; (c) upgrade systems for beneficiary management, grant processing, monitoring, and learning; and (d) reinforce FINABIEN's operational, fiduciary, and coordination capacity.Project interventions will be delivered through FINABIEN's territorial network and in coordination with relevant public partners--particularly, the National Institute for Indigenous Peoples (INPI) and the Agrarian General Attorney--with support tailored to the maturity, sectoral context, and territorial realities of beneficiaries. The project is expected to catalyze productive opportunities in sectors that are critical for historically excluded communities and aligned with World Bank Group priorities, including agriculture and fisheries, community-based tourism, and cultural and creative industries. In doing so, the project will contribute to sustainable livelihoods, stronger productive capacity, and inclusive local economic development.
