Project Description

According to bank's website, the proposed project aims to improve resource mobilization, public expenditure efficiency, and fiscal transparency in the state of Rajasthan. There are three components in this project. Component 1: Strengthening public audit institutions. Transport Department, Excise Department, Commercial Tax Department, Public Investment Management, Commitment Control, Inventory Management Component 2. Strengthening governance beyond core government:Governance & PFM Reforms at the Municipalities enhancing their service delivery, expenditure efficiency, BPRs and augmenting revenue (including reforms on property taxes)Strengthening SOEs in Rajasthan - Support alternate or innovative financing as announced in budget speech of FY24-25. Strengthening oversight & capability of Bureau of Public Enterprises (BPE), Rajasthan, in monitoring, reporting and enhancing performance including BPRs of select public enterprises in Rajasthan. Component 3. Enhanced service delivery for the state citizens and capacity building:Operationalizing Social and Performance Audit Authority akin to DMEO at NITIDesign, Implementation of service delivery systems including AI, Data exchange, disaster recovery site and cybersecurityCapacity development of officials and institutions to improve service deliveryUsing IFMS3.0 for service delivery aspects of PFMAnalytics for private capital enablement and mobilization for developing new policiesGreen budgeting and data analytics
