According to bank's website, the proposed project aims to provide the Government of Tuvalu with a flexible, pre-positioned financing instrument that can be rapidly activated upon the occurrence of an eligible crisis or emergency -- whether a natural disaster, health emergency, or an economic shock of the nature seen in recent global conflicts -- to finance critical expenditures including food and essential commodity imports, cash transfers to vulnerable households, and salaries for essential surge personnel, thereby protecting the most vulnerable Tuvaluans from the worst impacts of crises while preserving the fiscal and developmental gains made under the broader portfolio.
