According to bank's website, the closed project is a time-bound emergency operation that supports the Government of Maldives in addressing acute balance-of-payments and fuel supply pressures arising from a sharp decline in tourism revenues and a surge in global oil prices following recent external shocks. Given the country's near-total dependence on imported fuel for electricity generation, water desalination, and inter-island transport, these shocks pose immediate risks to economic stability and the provision of essential services. Financed through Investment Project Financing, the project will provide emergency financing for the procurement of critical fuel imports by the State Trading Organization, thereby safeguarding the continuity of electricity supply, transport connectivity, and essential public services during a period of acute stress. The operation builds on the World Bank's longstanding engagement in strengthening macro-fiscal resilience and energy security in Maldives and will be prepared under condensed procedures applicable to situations of urgent need of assistance.
