According to bank's website, the approved project aims to improve water and energy use efficiency through investments in canal conveyance efficiency and rehabilitation of pumping stations in selected irrigation schemes in Tajikistan, while continuing to support sectoral reforms and institutional strengthening. The activities are expected to support job creation and higher-quality employment in irrigated agriculture by improving the reliability of water supply, increasing agriculture productivity and enhancing rural livelihoods. The project will have four components:Component 1: Institutional Reforms & Service Delivery: will bolster institutional, operational, and financial sustainability to improve service delivery and the O&M of irrigation systems and water resources. It will: (i) develop regulatory mechanisms (pricing, subsidies, and revised irrigation norms) to promote efficient water and energy use; (ii) design instruments and investments to recover irrigation costs and ensure financial sustainability; (iii) establish a Climate Finance Program to generate carbon credit revenues from project-related emissions reductions; (iv) build capacity of irrigation service providers and Water User Associations to improve O&M; (v) implement youth engagement (faculty support, internships, and talent attraction/retention programs); and (vi) strengthen monitoring and information systems for irrigation management and sector transparency.Component 2: Infrastructure investment for Climate-Smart Irrigation and Drainage: will finance civil works, goods, equipment, and services to improve efficiency, reduce greenhouse gas (GHG) emissions from energy intensive pumped irrigation, and enhance the reliability and quality of irrigation and drainage services. It will modernize the main irrigation water delivery, control, and management infrastructure supporting climate-smart practices that strengthen resilience to climate-induced water stress and water-related risks over the long term. Component 3: Project Management: will finance activities supporting the preparation and supervision of all project investments. It will complement the other components by covering operating costs for project execution, including project management; social and environmental management; financial management (FM); procurement; contract administration; project reporting; monitoring and evaluation (M&E); and communication and learning activities.
