According to bank's website, the proposed project aims to support the Government of Maharashtra in strengthening urban water supply and sanitation institutions, improving service delivery and wastewater reuse, and mobilizing private capital in participating cities. The Operation is designed as a hybrid PforR and IPF. The Operation will support 35 urban local bodies across Maharashtra, covering large, medium, and smaller cities with varying institutional capacity, infrastructure needs, and financing readiness. The PforR will focus on large and medium municipal corporations, while the IPF component will support smaller municipal councils requiring integrated city-wide water and sanitation investments and implementation support. The Operation is expected to directly benefit more than 10 million people, with wider indirect benefits for over 30 million residents through improved governance, service delivery, wastewater management, and replicable financing models.The Program is organized around three pillars: strengthening institutions and policies for sustainable water supply, sanitation, and reuse; improving service delivery and resource efficiency through investments in water supply, sanitation, wastewater treatment, reuse, and renewable energy; and enhancing financial sustainability and access to private/commercial capital. Disbursement-linked indicators will incentivize state and city-level reforms, improved service outcomes, operational efficiency, financial performance, and private capital mobilization.A key feature of the Operation is its One World Bank Group blended financing approach, combining IBRD results-based financing, IFC investment and transaction advisory support, state and city contributions, commercial borrowing, pooled and municipal bonds, public-private partnerships, and land asset monetization. The Operation will support Maharashtra’s transition from infrastructure-led investments toward a more service-oriented, financially sustainable, and climate-resilient model for urban water supply and sanitation.
