According to the WB, the development objective is to strengthen the implementation capacity of the Government of Jamaica to manage and facilitate the implementation of its Hurricane Melissa reconstruction program.
Component 1: Reconstruction Programme Planning and ManagementDesign and implementation of programme-management systems, cost and schedule controls, monitoring and evaluation (M&E) systems, and quality-assurance frameworks.Component 2: Support for Approved Reconstruction and Resilience Project (ARRP) Development and Implementation Scalable implementation surge capacity for engineering, procurement support, and contract management. Specifically, these services could include: (i) risk-informed planning of town reconstruction; (ii) feasibility assessment, detailed design, costing and preparation of projects; (iii) market research; (iv) technical inputs to the preparation of procurement strategies (including Project Procurement Strategies for Development for any World Bank-financed ARRPs) and bidding documents; (v) management of complex civil works contracts; (vi) environmental & social risk management; (vii) capacity building for resilient infrastructure design and construction, including knowledge transfer to Jamaican engineers, design professionals, and contractors; and (viii) operation and maintenance (O&M) planning, among others.
