According to the WB, the development objective of the project is to strengthen capacity for biodiversity conservation and increase the adoption of biodiversity-friendly and inclusive practices in select rural areas of Panama. Specifically, to: (i) strengthen biodiversity conservation in selected PAs and KBAs through improved management, monitoring, and connectivity; (ii) promote biodiversity-friendly and climate-resilient livelihood models in agriculture and tourism; (iii) enhance financial sustainability for conservation and eco-businesses; and (iv) strengthen governance and participation of Indigenous and local communities in biodiversity management. The project will contribute directly to the achievement of the Kunming-Montreal Global Biodiversity Framework (GBF) targets, particularly: (i) Target 2, by contributing to the effective restoration of degraded ecosystems in buffer zones and KBAs; (ii) Target 3, by strengthening the conservation and effective management of protected areas and enhancing ecological connectivity across landscapes; (iii) Target 9, by promoting sustainable, biodiversity-friendly livelihood models that support the well-being of Indigenous Peoples and Local Communities (IPLCs); and (iv) Target 19, by mobilizing additional financial resources and leveraging innovative mechanisms to ensure the long-term sustainability of biodiversity conservation. The project will also generate and share new knowledge and lessons learned on biodiversity mainstreaming,restoration, and inclusive governance, thereby contributing to GBF implementation at both the national and global levels.
