Project Description

According to the Bank’s website, the project aims to restore and strengthen Ukraine's capacity to provide reliable and internationally consistent official survey data in a timely manner to support recovery, sustainable reconstruction and reform planning based on the latest statistics. The measures will be aimed at modernizing the statistical activities of the State Statistics Service of Ukraine by supporting official data collection and through support to establish a call contact center, integrate of web interviews, and upgrade the current IT platform with secure cloud-enabled infrastructure and enhanced cybersecurity measures.

Component 1. Resumption of collection of household surveys ($2.5 million USD)

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The project supports new census methodology development, IT system upgrades, remuneration of enumerators and the rollout of call center infrastructure to enable remote household surveying, households survey implementation with limited in-person engagement, and minor refurbishment of SSSU offices. The overall environmental and social risk is assessed as Moderate. Key social risks include data privacy and protection risks related to nationwide handling of personal data, potential under-representation of vulnerable or hard-to-reach groups, risks of public and community distrust toward data collection in a Ukrainian context, and occupational health and safety and security risks for project workers and contractors due to ongoing missile attacks. Environmental risks limited to minor waste including e-wastes, noise, and safety risks associated with small-scale refurbishment and equipment installation.
