According to the Bank’s website, the objective of this project is to improve the efficiency and transparency of budget management and procurement. The project will support the government in phased rollout and effective use of systems including, but not limited to, IFMIS and e-GP, to improve the transparency and efficiency of managing public funds.
The proposed project will be financed by an Investment Project Financing (IPF) loan of US$25 million (to be confirmed) over a four-year period. The project will support modernization of the budget and public procurement functions through a combination of technical assistance, systems investments and program and change management. The project includes three components which are designed to improve core systems and promote efficient, data-driven, transparent management.
Component 1: Improved Budget Management (US$12 million to be confirmed)
Component 2: Modernized Public Procurement (US$8 million to be confirmed)
Component 3: Project Management and Just-in-time Analytics (US$5 million to be confirmed)
The environmental risk rating is considered low at concept stage. The project will have no physical footprint as it will support the development of management systems, guidelines and processes. Components 1 and 2 will support purchasing of electronic hardware to support the efficiency and transparency of public resource management and institutional capacity building. The environmental impacts associated with the components is associated with the generation of electronic waste during the life of the project and energy usage. The impacts are however considered to be minimal, predictable and short in duration with a low probability of having any adverse impact on the environment.
The project’s proposed activities are limited to public administration and digitalization, with no physical footprint or direct community interface. All anticipated risks are minor, predictable, and manageable within the existing institutional and legislative frameworks.
