As stated by the World Bank, the Uzbekistan Risk Mitigation Facility (URMF, Project or Facility) aims to scale up and streamline support to accelerate private investment in renewable energy (RE), battery energy storage systems (BESS), and related energy infrastructure. Building on the success of the World Bank Power Generation Guarantee operations (i.e. IBRD payment guarantees) implemented between 2021-2025, the Facility aims to design a holistic credit enhancement and guarantee mechanism that standardizes risk assessment, decision-making, and implementation of risk-mitigation-oriented tools such as Deferred Drawdown Options (DDO) , Working Capital Facilities and Partial Risk Guarantees.
