Project Description

According to the WB, the development objective is to enhance resilience to climate risks and enable more and better-paid jobs for residents of targeted vulnerable communities in Salvador, Brazil.

The proposed project supports the Municipality of Salvador, Bahia, in building climate-resilient, socially inclusive, and economically vibrant neighborhoods in the low-income communities of Vila Mar and Canabrava -- two high-priority informal settlements in Salvador's inner urban core (Miolo de Salvador). The project will directly benefit an estimated 22,359 residents in the Mocambo basin, with indirect benefits reaching an additional 53,443 residents across the wider Trobogy basin. Adopting an integrated watershed management approach centered on the Mocambo River basin, the project will implement a coordinated system of grey, green, and hybrid infrastructure -- including water supply and sanitation, stormwater drainage, mobility and accessibility improvements, housing upgrading and resettlement of families from high-risk areas, urban Nature-based Solutions (NbS) for landslide, flood, and heat risk reduction, rehabilitation of the Canabrava Socio-Environmental Park, and the creation of green corridors connecting remnant Atlantic Forest fragments. The above investments are complemented by targeted socioeconomic inclusion measures focused on employment generation and protection -- during construction and on a sustained basis through NbS operations and maintenance and expanded local economic activity -- vocational training in green and climate-resilient sectors, and support to micro and small enterprises (MSEs), with dedicated attention to women, youth, and other vulnerable groups. The project is structured around two components. Component 1 (USD 84 million, of which USD 64 million IBRD) finances the integrated design and implementation of resilient and inclusive urban upgrading in the target communities, combining infrastructure investments (Subcomponent 1.1) with socioeconomic inclusion and jobs measures (Subcomponent 1.2). Component 2 (USD 16 million, all IBRD) supports institutional strengthening -- including capacity building for climate risk management, NbS mainstreaming, and replication across Salvador's risk areas-- and project management. Total project cost is USD 100 million, financed by an IBRD loan of USD 80 million and USD 20 million in Borrower counterpart funding. The operation is designed as a replicable model for integrated resilience investment in informal settlements.
