Project Description

According to bank's website, the proposed project is US$600 million IBRD-financed operation in Iraq. The project aims to improve access to safely managed water supply and sanitation services and strengthen the operational performance of water and wastewater service providers in selected areas. The project responds to severe water scarcity, deteriorating infrastructure, and high levels of untreated wastewater discharge that threaten public health, river ecosystems, and climate resilience, particularly along the Tigris River system. It will focus on rehabilitating and modernizing existing water and wastewater treatment plants, upgrading transmission and distribution networks, expanding sewerage systems in priority urban areas, and reducing non-revenue water.ISHRP is designed as the first project in a Series of Projects. The initial phase prioritizes infrastructure rehabilitation, operational readiness, and institutional strengthening, while laying the foundation for future capacity expansion. Investments will be complemented by sector reforms, utility performance improvements, and enhanced monitoring and management systems. The project is expected to deliver significant benefits for millions of urban residents in Baghdad and selected governorates, while reducing pollution loads into the Tigris and its tributaries and improving water quality for downstream communities. It is aligned with Iraq's national water and climate strategies and the World Bank Group's Country Partnership Framework.
