As stated by the World Bank, the Project will mainly comprise construction of a 400 kV double-circuit transmission line (approximately 260 km within Uganda) and associated substations to interconnect Uganda's power grid with regional networks. The proposed project supports the implementation of a priority connection in the East Africa region and creates conditions for grid expansion in an access-deficit country. It forms an integral part of the East Africa Power Pool (EAPP) backbone transmission grid and enhances the reliability of power interchanges with the Southern Africa Power Pool (SAPP). The proposed line also strengthens interconnections among Nile Equatorial Lake (NEL) countries. Overall, the project supports the objectives of the region's power pools (SAPP and EAPP) to optimize energy flows, maximize economic trading, increase supply security, and reduce both carbon emissions and the cost of electricity. The transmission line will help achieve benefits from increased access to electricity, sharing of natural resources, more affordable electricity prices, and improved system reliability through regional support.
The Project will comprise the following components:
(a) Component 1: Construction of approximately 260 km of 400 kV double-circuit transmission line (Wobulenxi-Masaka-Mutukula) and associated substations at Masaka and Wobulenzi (Uganda).
(b) Component 2: Environmental and Social Mitigation, supporting implementation of Environmental Management Plans (including biodiversity offsets), Resettlement Action Plans (RAP), and Livelihood Restoration Action Plans (LRAP).
(c) Component 3: Project Implementation Support and Institutional Enhancement, including detailed line design, contractor procurement, and supervision. This component will also enhance institutional capacities of relevant utilities and sector institutions for operation of integrated transmission systems and power trade, including capacity building on climate mitigation and adaptation and implementation of a gender action plan to attract, hire, promote, and retain female talent in the energy sector.
