Project Description
If provided by the financial institution, the Early Warning System Team writes a short summary describing the purported development objective of the project and project components. Review the complete project documentation for a detailed description.

According to the Bank’s website, the objective of this project is to strengthen the meaningful representation of IP&LCs in regional and global climate and nature dialogues, and to generate and disseminate knowledge that informs the implementation of NPC DGM country projects.

The Global Coordination and Knowledge Exchange Project ("DGM Global Project") supports Indigenous Peoples and Local Communities (IP&LC) across multiple countries involved in the CIF's Nature, People, and Climate (NPC) program to build their capacities and enhance their role in climate and nature-based initiatives. The four main project components include coordination and governance, global knowledge and learning, communications, and project management, monitoring and reporting. A Global Executing Agency (GEA) will be competitively selected to manage activities, coordinate with the national projects' stakeholders, liaise with global partners, and act as secretariat for the Global Steering Committee for the DGM program.

The NPC DGM program’s design draws from the experience and impact of the previous DGM under the SCF’s Forest Investment Program (FIP) and consists of:
• Country level DGM projects in the NPC selected countries receiving technical support from the World Bank and African Development Bank
• DGM global project, supervised by the World Bank, to support knowledge exchange, capacity building, and s trengthening networks and partnerships among IPs &LCs organizations in the NPC countries and beyond.

Early Warning System Project Analysis
For a project with severe or irreversible impacts to local community and natural resources, the Early Warning System Team may conduct a thorough analysis regarding its potential impacts to human and environmental rights.

The Project is not expected to generate any significant environmental, health and safety or social negative risks or impacts, as it is designed to generate positive outcomes by strengthening IP&LCs participation in nature and climate governance and enhancing their institutional capacity. Minor social risks relate to ESS2 (labor risks, SEA/SH risks) and ESS4 (SEA/SH risks, governance/potential elite capture risks and participation/inclusion of VMGs).

This section aims to support the local communities and local CSO to get to know which stakeholders are involved in a project with their roles and responsibilities. If available, there may be a complaint office for the respective bank which operates independently to receive and determine violations in policy and practice. Independent Accountability Mechanisms receive and respond to complaints. Most Independent Accountability Mechanisms offer two functions for addressing complaints: dispute resolution and compliance review.
